Asaresultoftheseactions,theUnitedStateseconomyisgrowingagain.Ournationlearnedofscandalousabusesbysomecorporateleaders,andsoIsignedthemostsweepingcorporatereformsinmorethanahalfacentury.WearestrictlyenforcingthelawsagainstfraudanddeceptionincorporateAmericabecauseworkersandinvestorsmusthaveconfidenceinAmerica'sbusinessesandbusinessleaders.

Americain20xxcontinuedoureffortstoconfrontthedangerofterrorism.Weincreasedthesecurityofourportsandcoastsandairlines,andcreatedanewDepartmentofHomelandSecurity.Thisdepartmentwillunitedozensoffederalagenciesbehindasinglemission:protectingtheAmericanpeople.IhopetheSenatewillactquicklyinthenewsessiontoconfirmGovernorTomRidgetoserveasAmerica'sfirstSecretaryofHomelandSecurity.

In20xx,thewaronterrorthatbeganwiththeliberationofAfghanistancontinuedonmanyfronts.Workingwithouralliesaroundtheworld,wecapturedtopalQaedaleaders,destroyedterrortrainingcampsandfrozemillionsofdollarsinterroristassets.

Inthenewyear,wewillprosecutethewaronterrorwithpatienceandfocusanddetermination.Withthehelpofabroadcoalition,wewillmakecertainthatterroristsandtheirsupportersarenotsafeinanycaveorcorneroftheworld.

ThewaronterroralsorequiresustoconfrontthedangerofcatastrophicviolenceposedbyIraqanditsweaponsofmassdestruction.TheUnitedNationsSecurityCouncilhasunanimouslyaffirmedthatSaddamHusseinisadangertohisneighborsandtothepeaceoftheworld.TheburdennowisonIraq'sdictatortodiscloseanddestroyhisarsenalofweapons.Ifherefuses,thenforthesakeofpeace,theUnitedStateswillleadacoalitiontodisarmtheIraqiregimeandfreetheIraqipeople.

Alsointhenewyear,wewillpressonintheefforttoturnoureconomicrecoveryintosustainedeconomicgrowth.Thiseconomyisstronganditcanbestronger.IwillworkwithCongressonajobsandgrowthpackagetoaddmomentumtotherecoveryandtoputpeoplebacktowork.

AndoneofmyfirstprioritiesforthenewCongresswillbeanextensionofunemploymentbenefitsforAmericanswhoneedthem.WewillalsoworktoensurethatallAmericanshaveaesstohighquality,affordablehealthcare.WewillkeepourmitmenttoAmerica'sseniorsbyworkingtoreformandmodernizeMedicareandincludeaprescriptiondrugbenefittohelpseniorswhoaresqueezedbyrisingdrugprices.

Wewilltacklethecrisisoffrivolouslawsuitsthatdriveupthecostofhealthcare.WewillcontinuetocarryouttheprehensiveeducationreformsI'vesignedintolawlastJanuary,sonochildinAmericaisleftbehind.Myadministrationwillworktocontinuetoremovebarriersthathinderthegoodworkoffaith-basedandmunitygroups.Andwewillworktoreauthorizethehistoricwelfarereformlawthathasimprovedsomanylives.
